Who compiled these so called 'essential' mixes?

"Toni Braxton has been due for a compilation of rare remixes for a long time--but this ain't it. A two disc release is in store and could have been jampacked with full length mixes, like the eddie baez mix of I Don't Want To, Junior Vasquez and Peter Rauhofer mixes of He Wasn't Man Enough, the Hex Hector mix of Hit the Freeway, the full HQ2 mix of Spanish Guitar...Instead, along with a couple of shining moments of rare mixes, we get club mixes that were never hard to find on CD, like the Unbreak My Heart (and, sorry, but the Frankie Knuckles mix is not the essential mix...the Soul/Hex mix is), I Don't Want To, and you're making me high. If this had simply been a 2-disc set with the remaining big mixes mentioned above, it definitely would have been essential. Track times:
